As AI and digital transformation redefine organizations, decision-making, and service delivery, I help leaders anticipate change, align governance and transformation efforts, and turn innovation into practical outcomes that strengthen organizational performance, human agency, and dignity.

01 — Profile

Two decades building social protection systems

I have over two decades of senior experience in social protection, institutional development, and digital transformation with the International Labour Organization, the International Social Security Association, and related international organizations.

My roles in Geneva include Programme Manager, Innovation & Digital Transformation at the ILO and Innovation Hub Manager at the International Social Security Association. Previously, I served as ILO Manager in Beijing (2019–2022), heading a programme on strengthening China's institutional capacity for universal social protection funded by the European Union. My earlier field roles include Senior Social Protection Specialist for Eastern and Southern Africa in Pretoria, Social Security Specialist for Western Africa in Senegal, and Social Protection Manager at UNICEF Angola.

I speak fluent Portuguese (native), French, Spanish, and English.

Corporate Social Responsibility in Social Security

I had the privilege of delivering a lecture to 40 students of the Postgraduate Program in Strategic Management of Social Security at Católica Luanda Business School, a new program developed in partnership with Angola's National Social Security Institute (INSS).

Our discussion focused on a question that is increasingly relevant for social security institutions worldwide: how can they generate value beyond the payment of benefits? We explored the role of responsible investment, sustainable and citizen-centred operations, and the importance of building institutional legitimacy through transparency, trust, and engagement with stakeholders.

Over the years, I have worked on many social security reforms, advisory projects, and institutional transformation initiatives. Yet few things have given me as much satisfaction as helping build knowledge and leadership capacity in the sector. The opportunity to exchange ideas, challenge assumptions, learn from participants, and contribute — however modestly — to the development of future leaders remains one of the most meaningful aspects of my professional journey.

First Master of Management in Social Security in Africa

I co-organized and implemented the first Master of Management in the field of Social Security in Africa. Together with the International Labour Office, the Graduate School of Public and Development Management (P&DM) at the University of the Witwatersrand in Johannesburg, South Africa offered a comprehensive master's degree focused entirely on the competencies required by policy-makers, researchers, and managers (2012–2015).

TRANSFORM: Innovative Leadership Training in Africa

With funding from the ILO Africa Region, I worked with several partners in Africa and Learn to Lead, Cape Town, to conceive and co-create an innovative pedagogic approach for TRANSFORM. We co-produced and edited the training materials, recruited the first wave of African trainers, and organized the first e-learning with socialprotection.org.
